Oh oh, I wanted to talk to you. 1.I was wondering If I could create my own Mangekyou, and have it added to the list, for my character. Because some of the mangekyou you can choose aren't quite as severe as killing your best friend. Depends on how it is. Pm it to me
...and if that's the case, his development of the Mangekyo is EXTREMELY retroactive. (Unless of course, he's had it for years and just never told anyone... which is possible.)

Lady, that's because Cobra is awesome ^^, and trust me, you don't want to be crew. It involves a lot of work and 15 pms everytime you log on...sigh... crying
And Idk how Kakashi's mangekyo was activated...I mean in a way it makes sense, because his character seems to still think about Obito a lot...

GOD! I already get that from the guild members, though; so it really doesn't bother me. And I give advice to members one stuff. The only thing I don't do is approve thingys.

But as to the origin of the ability to utilize the Mangekyo, it remains unexplained within the Anime. (as far as I know)
