Actually it is a universal solvent. Water only conducts charge well when in its impure form, but in its absolute pure form, it doesn't conduct electricity. It can also act like an acid or an base. :/
I got taught it being an universal solvent. :/

You're mixing it up. The fact that it dissolves acids and bases is because they are polar, as water is. Like dissolves like there, buddy. Which is why oil doesn't dissolve in water.

It can substitute as an acid or a base in favor of dilution, this much is true. However, its poor conductivity in regards to its purity doesn't have anything to do with it being polar at all.

Ame- I suppose we never considered it. Though theoretically I suppose it'd be possible to have no headband so long as you were able to accept the consequences of not being able to learn anything other than bloodline tech.
As for the trouble thing, I kind of have a knack for it. This is what happens when one makes plans against the great Kazz-sama. I probably won't kill her though, just show some guts. = w=
