A police courier arrived with one file and one sealed scroll. When he arrived he entered the Arashikage's office respectfully and would be noticed by Toso from the meeting room when the trusted police officer discretely opened the door. The courier waved and indicated nonverbally that he needed to hand these files to Toso personally on Kenshin Kosei's orders. He bowed respectfully before both men that he was interrupting. The scroll contained a detailed letter from Kenshin describing a series of events (identical to those described here). The other was Kojiro Kanzaki's stamped file from the APD. It included Kenshin's recommendation of Kojiro's promotion to Chuunin and for him to fully join the force.
"Ah?" The clone would stutter as Kaito charged in and exploded his word vomit. The clone puffed up his cheeks briefly to 'plap' a small fingerprint sized dot of ink on the boys forehead before he'd be scolded. "First of all bloop. It is proper practice to introduce yourself before making any requests for a promotion. Second of all while I applaud your enthusiasm you will have to be patient." While Kaito was enthusiatic the door he held open would have her served first. After all Toso knew this one's face while he knew nothing of Kaito. "Freya Uchiha. I've been expecting you."
One of Toso's toothy tentacles would emerge from a glowing space in his back as it bit down on a handle and drew towards him the filing cabinet with wheels containing dossiers. Standing now and performing the half turn he'd begin funneling through them until he'd find Freya's file. "Freya Uchiha..." He began scanning through the contents. "It seems I'm lacking your mission information. I assume Officer Kosei has them on file at the compound...I do, however, have received his recommendation letter with the written report of the events that transpired bloop. Taking a life is not always easy bloop but for the safety of others sometimes necessary. It is unfortunate that this occurrence happened, especially when being in such a fragile state at the time bloop. That said. I'll hereby notarize you as a Chunnin." Toso would then place the file on the desk where his then toothy tentacle would open a drawer and produce a stamp. Through the same process given to Kenshin the document was notarized for promotion so that an up to date file of it would be produced later. Then also like Kenshin a copy of the documentation was awarded. If Kaito said his name now it would make the man's search faster but Toso's photographic memory had already recorded his face and seeing as he was currently already digging through the Genin files it would eventually be found. His glasses looking over it with scrutiny as he adjusted them. "Kaito Nagadera. Total Missions completed on file ten D-rank and two C-rank. Clean criminal record, No notable accomplishments, no letters of recommendation, No record of arrests assisted or otherwise,...No..no I don't think you will be receiving that promotion." Toso closed the file and placed it back in the drawer closing.
He'd do another half turn to receive a document from a member of officer Kosei's police force. Speak of the devils. He'd review it briefly. Then perform another half turn back to the filing cabinet. All the whilst addressing Kaito. "However, there is nothing stating you cannot assist the department of police as you are now bloop, you need only ask miss Uchiha whom earned her right into the position. It's just a simple matter that the officiated titles and regalia that comes with such a title are unavailable to you as it should be until you're truly believed qualified to bear them. bloop." Finding Kojiro's file. The same process done for Freya would, in turn, be done for Kojiro before it was returned to the cabinet. "Short end of it Mr.Nagadera. Kaito flinched at the blip of ink left on his forehead. He froze with an arm halfway up to his head, now unsure if it was more disrespectful to wipe it off or leave it. He wanted to introduce himself but waited until the address to miss Freya was finished. He tried not to stare at her when Lord Arashikage mentioned she took a life.
"Kaito Nagadera," he finally said, and uncharacteristically shut his mouth after the short answer. "No notable accomplishments," he murmured almost under his breath. A thoughtful expression overtook him rather than a hurt one. "That's a good idea! I'll be back before this ink comes off!" He confidently jutted a thumb at his chest, offering a big grin. "Thank you!" He quickly bowed towards him before rushing out the door to complete some master plan.

After a very laugh inducing scene at the Village Morgue, where in Hajime had to talk his way out of being arrested, he was on his way to see teh 'Kage. Hajime climbed the steps of the spire, hands resting on what would be the pommels of his katana. He had a toothpick in the corner of his mouth and he idley chewed away, till he arrived in the foyer that was the waiting room. The lady behind the desk, was not the usually lady and looked like she didn't belong. So he bypassed her and slipped right in, or he would have had he not been knocked aside by the door, and a very excited Kaito. "H'ugghh...what the?!" Before he could catch him the kid was gone, he was dusting off his clothes and went right in. "Good Day, Arashikage." A prompt bow, as he waited for the current party to finish their discussion. Haji' gave a nod to Freya as well as a warm smile, before standing at attention.
The clone whom was conversing with Shiro in the meeting room had poofed some time ago as Shiro had taken his leave. That matter was established and handled for now. It was in this moment the real Toso would return to the office via the conventional means of opening the door. He had returned for one thing in particular. The book that was in his desk. He had taken a momentary stop in the market district for final preparations. The result was one peculiar key, and something else that was tucked away in his outfits scroll like existence. "I suppose its better than some days I've had in the past bloop." Would be said behind Hajime before the real Toso would make way to his desk. He'd open the same drawer and within it remove the eldritch locked text. He'd place it on the desk as the clone vanished to fill him in. With the dark swirling key in hand, the key would be placed into the lock turned and unlocked. Tempted...but he would resist the temptation of opening for it now uncertain what it could possibly contain. {+ Abyssal Script }
Toso in this moment seemed fixated on something else as he tucked the book away into his outfits cape which appeared to swallow it in a mystical manner where it melted into the cape. "I've already received the report regarding the Kunoichi Killer bloop. Well done." perhaps the praise would feel a bit hollow. After all Toso's tone was always one lacking in any kind of inflection. That said in a similar manner to where tucked the book away he'd remove two sizable brushes. They practically spanned the length of the desk. Toso would then don a change of glasses into a more jeweler like pair of spectacles with several lenses for magnification in what seemed like an instant. He still had some final touches and engravings to do and decided to do so here in the office. Seeing as they were primarily aesthetic additions. { + Shoku Shokushu: Sumimasen Meiwaku }
It was all a bit jarring but Toso's mind was somewhere else, so unless Hajime was requesting something particularly specific the squids concentration seemed fixated on these rather interesting looking pair of sumi-ee brushes. Truly though Toso was intentionally trying to get his mind off the current happenings and the impending war. Kenshin and Belamos were likely doing the exact opposite but each individual had their own way of readying themselves and Toso's was making certain that he himself above all was ready. After all he was now the villages 'pillar' the one recognized with the title of 'Kage' to some that meant he was the one of if not THE strongest in the village. He needed to reflect this. He needed to give faith to the people.
It was difficult to tell, but Toso was and still remained on edge. He felt as though time was shortening faster and faster for some odd reason towards the 'doomsday'. Trefles. That's right. He was likely gone by now. He could rely on him no longer for any last minute machinations to protect the village. From here on out it was him and the inhabitants of the village. The village's inhabitants? Were they ready? ... a test. While Hajime likely watched the squid intently suddenly shooting out from his back a tentacle with teeth. It launched itself at Hajime. A test, where if he failed...well...Kenshin and Belamos were taking some of the strongest nin for their unit. He'd need to make sure those who remained in the city were also just as capable. Of course this came completely out of the blue.

The teen's head cocked back as the real Toso entered, he gave another bow before relaxing, both hands on his blades. Hajime had started to ask Toso'Kage a question or two, regarding a new form of training he wished to embark on. Though the aura the 'Kage was putting off had him too, on edge. Everything seemed off, it felt as if something bad was coming, just from being in the 'Kage's presence. The normally playful guy was serious, not lighthearted and joking. A Ninja takes in his surroundings and pieces together whats going on, as such, Haji' was a little surprised but he wasn't a kid anymore. If he had learned anything from Belamos, it was to always expect the unexpected. In the blink of an eye, Haji's right blade was out, he was now in a stance indicative of having slashed upwards, towards that teethed tendril. In this same motion his left hand drew out his sheathed blade and brought the two together in an 'X'. Chakra was ebbing off of them as he prepared a jutsu, after a few seconds the Disciple of Belamos sucked in a deep breath, pulled his blades aside and breathed flames, billowing from his mouth like some mythical dragon. They headed right for the 'Kage and his Desk.

Drawing Cut [ C ] The user unsheathes their sword, slashes and returns their weapon in one swift, unseen motion. Doing so consumes a Shushin activation. This technique cannot be seen by those with a supreme difference in reflex against the user's speed. Those with a Moderate difference are able to see this attack and those with equal or higher reflex to the user's speed are able to easily see and defend from this attack. As if a vacuum when Hajime belted his flames in retaliation they would begin to be swallowed by an unseen force as the flames began to spiral towards a center point. That center point being the end of one of the brushes that Toso was working on. Standing now as the flames cleared Toso had stood up with both the brushes in hand in front of the desk as he looked at Hajime with a rather empty look of judgement in his eyes. No damages had occured aside from perhaps a damaged sense of confidence. His eyes would pierce the boys soul. "Careless. Bloop."
In a quick spring like motion Toso would close the distance but only so that Hajime would see the disappointment in his eyes. "Your intial strike was plenty to deter the strike yet you panicked bloop. Your natural reflexes are lacking bloop." Toso would then have the two brushes in his hands vanish after a flourishing twirl in puff of smoke before readjusting his glasses. "You'd risk setting an inhabited building on fire and causing potential casualties to defend yourself bloop." he shook his head. "You are in dire need of futher training for what's to come"

But he banished them, his eyes looked towards him, he bowed as deeply as he could. "I will not argue my Lord, you are correct, no matter my abilities or the time I had. I should have thought out my actions. I...I actually came to request just that, my Lord. I need a new teacher. I have a lot of potential but I want to channel it, opposed to letting it run free." Kojiro would arrive at the door of the Arashikage just in time to see the young Hajime unsheathing his blades in a rather impressively rapid action in order to cleave whatever...thing was moving for his person. What would strike Kojiro as less than amusing however would be the retaliation that the teen would prepare a somewhat powerful ninjutsu to unleash upon the Kage...and the office.With Hajime's back still to him, Kojiro would throw his hand out just as the red haired youth, grabbing him by the collar. He would unleash a chakra like rope that carried the neon green color of his chakra. In a rapid spinning action that circled the boy, he would find himself at the mercy of the Police Force's Detainment technique. Kojiro pulled heavily on the chakra that was spun in order to execute the technique in hopes of deflating the lungs of the genin before him to negate his fire technique. The boy would be slammed to the floor he just stood on, gazing up at Kojiro from above. " Property damage of an official governing body of the village isn't something I can be letting happen." He looked to Toso, nodding his head as he would release the charka restraint. He would seem to turn his attention rather quickly should everything go unopposed. " Lord Arashikage, forgive the intrusion." He had come with the intent to introduce himself and thank his Kage for the approval of his promotion at Kenshin's request. Remnants of the smoke dissipating. "No harm no foul bloop." An already ashamed Hajime being detained mere moments after the smoke cleared. Toso would then perform an about face towards the window, open it with the tentacle of which Hajime had deflected earlier then with an open palm emptied the sealed technique into the sky outside where it dissipated having nothing to hit seeing as the spire was the tallest building in all of Arashi and additionally well Arashi was also in the sky. Fire, was not one of Toso's elements he favored using, as in his case it often lead to them quite literally 'backfiring' and in the case of this Hojo, their tolerance towards heat was lacking. If he continued filling the Celestial Armory so casually it could prove to be detrimental for the future battles to come. He held a similar opinion about the use of traditional swords although it was more so personal preference.
That done, the Ikage had taken note of Hajime's desires but first, he'd acknowledge the boy whom apprehended Hajime by stating his name of which he knew solely from connecting face to file. "Kojiro I presume. bloop." Toso's tentacle seemed to writhe for a moment as if something had alerted it before it slithered back into his back like some sort of parasitic tumor. Truly, this was just it now feeling the vibrations from it being countered earlier. Not unlike when a man is struck in the testicles and the pain comes after a moment of processing the occurrence.
"Yes, you've got that air of Kenshin's apprentice about you. bloop. I see he's taught you well. While I've some reservations about the teachings of another based on his student bloop." Toso would say pulling up the chair once more making that specific noise that's made when a chair's legs ee urr on the ground. This would be a sting toward Hajime again, incompetence on behalf of a student, in turn, was also incompetence on behalf of a teacher. If his shame wasn't already heavy Toso would do him no favors in that in his poor actions had reflected poorly of the teachings that someone with the title 'Apprentice of Belamos Karna' would receive. Students reflected their masters. Dishonor he'd bring his sensei.
Still being the grey man he was he wasn't all cruel. "Going into an immediate counter-attack, however, was a wise decision, bloop with no evidence it could have been rightly assumed I was an imposter. Although consider the consequences of the potential actions you take bloop." Praise, but then a serving of realism. Toso would then shift to the conversational topic of which Hajime desired seeing as Kojiro's purpose for being had yet to be illuminated upon. "As for a sage, I know of one off the top of my head. Although the Good Officer is busy at the moment readying for the war time preparations bloop. There's another I believe. However, they are not of this village, as such I cannot encourage her to engage in a task in which she is under no obligation to do bloop. Less of course for some strike of coincidence she just appears suddenly unannounced having heard everything just said." Toso would say this knocking on wood while also tapping the cane which was propped against the end of the desk against the temple of his skull in thought...ah..yes...there was Mikan...but..at that point it would likely be better simply to encourage the boy to use reverse summoning to send himself to the sage lands.

SHIONxxxxxMORI [enter from police station] It wasn't long, maybe a matter of hours, before Shion was right back where she started. As per her usual routine, she'd march clean past any check points and receptionists and right up to Toso's office. As she marched through the door, she'd take her usual place tucked off to the side and lean up against the wall, arms crossed over her chest, fingers gripping tightly to her sleeves, and a case of RBF that was struggling to contain the angst boiling under her skin. Of course she wouldn't make a sound; she understood how important the Kage's time was, but right now she needed to just be in the presence of someone she didn't hate in that moment. Should anyone but Toso acknowledge her presence, they'd receive a hardy middle finger and a scowl. Toso would just get a hand gesture of "nah i can wait. do you."
Kameyo had wandered to the Kage's office in order to harass him - just a little - and get to understand him more. But upon hearing him talk to another shinobi, she instead neared the wall without entering the doorway so she could catch the conversation. She grinned as she caught him talking of her, and entered as if on cue, completely oblivious to the presence of the quiet shinobi seething.
"I would be delighted to offer my services as a Sage to your countrymen," she spoke warmly. She was constantly uncertain as to whether or not she should refer to him by first name or his title but the uncertainty didn't show in her confident lean against the doorway. "All we need is a place of worship in order to practice, and I've become familiar enough with the village to know just where to go. Come along, little one, and I'll make sure you know everything you need." There was a slight deviousness to her tone, but she would behave well enough, in any case, to avoid a run-in with the APD. She hadn't prepared a devastating enough burn to bother running into Captain Kosei again.
Before anything was said previously, he found himself constricted, he'd gotten out half as much of his technique as he normally would before he was cut off. He chest squeezed tight by that damnable rope. "W-What the hell!!" He wheezed out as he fell, smacking the ground with a thud. His head moved to the side as he grimaced, growling some, eyeing up the man who had restrained him. His eyes rolled at his words and when he was free he stood. Hajime received his lecture before listening on, taking a step or two away from Kojiro. His cheeks were red from everything, a pit deep in his stomach was growing. Toso was right about that, he'd made a mockery out of Belamos, and now he was going to have to deal with that. Though, what he said next helped cheer the young man up. "Thank you, my Lord." He bowed once more, "I swear to be more careful." his attention spiked when Toso'Kage would mention a Sage, and right around the time he spoke, he heard a voice from the door. Haji's head turned on a swivel as he caught sight of a rather beautiful lady. Luckily he still had some red on his face, though opposed to embarrassment it was a subtle attraction. When she told him to suddenly come along he looked towards the 'Kage. "Wait one moment please, my Lord, did you mention something about a War?" Hajime was totally out of the loop, and he definitely wanted to fight if they needed him. He wasn't meaning to push Kameyo aside, but he had a home he wanted to protect. If Toso sent him to train he would train, but he was itching for battle if it wasn't already evident and he would happily put himself at risk to keep his Village safe. "I want to Fight, my Lord."

Kojiro would nod to affirm the Arashikage's suspicion. " Yes, sir." He replied strongly. He would bow, accepting the compliment from Toso. He spoke once again. " Happy to be well received. Thank you." He stood at attention, awaiting the conversation the Arashikage and the boy he had subdued and released to draw to an end. Kojiro would note Toso's critique of the red head's actions, giving credit where it was due but creating a learning experience. ' The Arashikage seems very perceptive.' he thought, seeing the wisdom behind his words. The statement that seemed to surprise Hajime was one that wasn't too startling was on the topic of war. A new face appeared, a woman with a burnt amber hair with a mustard colored headband. The emblem upon it was unrecognized to Kojiro, but based on her words, she was the second sage. He observed her carefull, her confidence displayed in her posture. ' I wonder if she was changed by the enlightenment as well...' he thought to himself. Although she seemed to be here for the young Hajime, he was quick to volunteer himself for combat. Although he seemed hot headed and rash, Kojiro could admire his desire for combat. While Kojiro's combative skills were saved for the protection of others, Hajime seemed eager to receive a blood letting for his swords.
The attention of the room seemed to be shifting, Kojiro would turn his focus back to the Arashikage.
