No he doesn't. He is unconscious and therefore had no control over if he really wanted it to grow or not! Plus back in the day one of the other child monks decided to put "hair-be-gone" into Aang's shampoo and he has never been able to go hair again! Poor guy.
Aang has very weird nightmares and daydreams.
