Short Answer: yes.
There's an entire thread about making new areas, but I can't find the thing. Basically, there's a format you should(?) use and you have to submit the whole thing to one of the mods for approval.
Which keeps all those "BOYS SLEEPOVER AT FEMALE VAMPIRE MANSION LOL" threads to a minimum.
...
We really don't have enough sleepovers.

There's an increasing amount of attitude that new threads shouldn't be allowed due to clutter, and it's more encouraged just to set up shop within one of the cities already established. 3nodding
