well depending on the technique the amount of training will vary, and if its a custom you need to run it through Evil or whoever she has appointed XD

There are designated Quincy skills that require training, just like Shinigami skill and I think Bounto and Arrancar have some as well, any moves you want to be unique to your RPC must be approved by the leader of that race or Evil, ect...
