You can, especially if you want to join a clan (Yamanaka, Nara, Akimichi, etc.) You need to go through them first, but it usually is no big deal (Uchiha are limited I believe). I would say get started on the character sheet and when it is finished, you can PM them to check it over and make sure it's correct ^^

Konoha

Right now, we have 11 students. 9 are semi-active to very-active. Three are extremely active. Three are decently active. And the other three aren't exactly show up once in a blue moon, and makes fair enough appearances. (So as of the moment, the chances of three full graduating squads is very good. Jounin instruction arrangements have also been pretty much decided based on the activity those students are exhibiting right now.)

...this is which is why I am very hesitant about taking new students. I've also been asked by village members to close acceptance to new members. It is because you'll be behind by a lot of lessons and those lessons are not easy to make up solo (some are already having trouble keeping up). In fact, the latest joining student (LuvMonke) can attest to that. [The two students I did not include in the 11 is Minimidget's Shirayuki Kaede and Draga's Inuzuka Hoeru. Until their activity significantly shifts, I do not include them under the consideration of "active" students. Also I regard at least 1-2 people's stability with suspicion from the 9 named. I might take you simply because with their past track record, the chances of them disappearing is very high, and one of those three squads will have an open slot as those two will be on to their third Academy cycling.]

I want to coordinate graduation as much as possible, but I am also not going to hold up the most active students from graduation forever. In the chance that we take your application, I want assurance that you can catch up and finish the Academy. Now, that being said, Tairu and I are also realistic. We expect at least two of the potential squads to cycle through the Academy twice -- for example our Vice Captain has MIA months and her student is on his second cycle in the Konoha Academy (this is not a rare scenario, my own student in Kiri is on his second technical cycle).

The problematic difference between Kiri and Konoha is that in Kiri, right now a potential full squad does not exist come graduation. The stress of graduation simply isn't as severe as in Konoha. As Konoha only reopened last month, ideally, having a healthy village Academy is great and all, but, I don't want the village to be stuck in that phase forever.

Uchiha

The requirements today to make a Uchiha is quite strict. This is because due to unfortunate past incidents in the guild, which resulted in Crew members in-rp chasing down nuke-nin wannabes and later on deciding we don't have the time, nuking the source of the problem, there were people who have simply proven not just any member were to be trusted with a Uchiha.

Right now, we also have four Uchiha users. Already a pretty high number for a post 3.0 clan.

So today, new Uchiha are only permitted to guilds member who prove they can use one to make a good story -- and for all intent and purposes, a "good story" does not include generic canon rip-off attempts. The singular exception to that rule Tairu and I allowed was due to the village only precisely opening when that member (Cleric) joined. Thus far, she has proved to be an excellent addition.

(Of course, the usage of Uchiha NPC is even more strictly observed. Eye ripping attempts are highly frowned upon which is why I am not revamping Hatake for 3.0).

The basic requirements for making a Uchiha is someone exhibiting an excellent degree of literacy, a good reason to make a Uchiha besides simply for the fact of wanting one, the ability to make a character a real person instead of a flat caricature of what a Uchiha should be... Or so said, impress us.

I'll be honest here, your current RP sample in the Academy is a pass, but that level of writing does not warrant a Uchiha.

You can apply to any clan. Acceptance is another story.

As far as information goes... Any clan that's canon is under stricter regulations than already-approved custom clans. [In the past we had someone make a Hatake and claim they are the descendant of Hatake Kakashi (which as a note, claiming descendantship from the Canon stars is also not something welcomed)...]

As for how heavily those canon clans are regulated...

The pyramid goes something like this: Uchiha/Senju are under the most strict monitoring, the Elemental Creation Bloodlines are next (Hyouton/Ice Release, Tetsuru's Magnet Release, Sandaa's Vibration Release, Kou's Scorch Release), Hyuuga following, and then the Nara, Akimichi, Yamanaka and Aburame. Akimichi and Aburame are currently in the process of reapprovals and when I get a break from my schoolwork I'll be reworking the Yamanaka.

Welcome Monkey. I would start with posting in the RP Academy if you haven't already done so, and then PMing one of the active Kages to ask permission to join their village. Also, take a look in the Game System Forum to learn the basics, and from there you should be fine. Feel free to ask questions if you're confused about something or need help, and once again, welcome.

You should check out the Master Clan Directory to see if there is a clan that you would like to be a part of. From there, you should PM the clan's owner to ask permission to join, and then PM the Kage of the village that clan is a part of for permission to join the village. As far as a clan with a Kekkai Toutai, I don't believe one is currently open, or if it is, it would most likely be strictly regulated.
