The only canon Kayuga to ever be confirmed to be in Oto died, that does not a clan make. That isn't to say that one or two members of a clan may be a part of another village. If someone wanted to make a Kayuga or a Hoshigaki in say Kumo, I'd be okay with it, but I would require certain criteria to be met to do so.

You is lucky you even have it... even though there is heaps of other Kiri Kekkei Genkai options out there...

Initially, I agreed with Tai that Kaguya shouldn't have been brought back into the guild. But then when you think about it, gene suppression is a possibility even if Kimmi was the last confirmed Kaguya.
Anyways, my theory on recessive traits (for Senju) for their comeback worked for Uchiha as well despite Uchiha being reduced to only two men and a zombie atm -- it is quite possible the gene for Kaguya just didn't show up for some generations...so to say, if the Yuki clan's Hyouton and Scorch canonically still exists, the traits are probably not only matrilineally carried but also recessive. Haku just had shitty poor luck for it to pop up for him.
