I have a solution, keep the main five, and to build a new village you must:
Reach atleast Jounin, and go rouge along with 4 others rpcs.
If you do this, you get your own topic of a village. Then to acheive a sub you must gain 11 more members to join your topic village [new rpcs or rouges].
Note: If this is acheived, and one of the villages is currently inactive, you take their sub, to save space. otherwise you just get a new sub.

But I honestly doubt we'll do what you suggested. ^ ^;;

I want to be a mod, but if i'm not, I won't be angry.
I just want to see new mods, I'm tired of seeing the same faces as moderators. New Guild = New Mods.

Can I point out that people who are the "same old faces" are usually there for a reason? I mean, if you're always a mod no matter who the Captain is then doesn't that mean that they are doing a good job at what they have been given? Please stop complaining about who is a mod and who is not...obviously some people will be disappointed and mad at what happens and what doesn't.
