Wait to do anything that was approved by Teinei until you hear from Temor. He is technically the one in charge right now.
And Charlotte Cuulhorne's "unique" cero wasn't unique at all. You may have noticed, but Yumichika stated "That's just a regular cero!" a second after he fired it.

I have a feeling nothing is going to get done... you know because all we are doing is debating stuff we already debated upon, over and over again. Wider range = unique from base Cero.

Wider range means wider range. That doesn't change the fact that it was a basic cero. The only "unique" ceros shown are Gran Rey, and Cero Oscuras.
Gran Rey is unique in that it is godly strong, and the Oscuras is an instant Cero.

OK so a Gran Rey Cero is unique because it has a higher damage output.
A Cero Oscuras is so far unique to Ulqiorra and is instantaneous.
Cuulhorne's Cero is also unique because it has a wider range than other Cero's.
A unique Cero is unique because it differs from the base Cero. If the Cero Oscuras (Before you try pointing it out, I know it does plenty more than that. But it's what your basing your case on) is unique just because it takes no time to actually fire - then it's about as unique as Cuulhorne's.

Spoilers: No-one other than Grimmjow has used or mentioned the Gran Rey Cero thus far, it's name is related to him. A king, something Grimmjow strives to be.
Makes you wonder. What if Gran Rey Cero and Cero Oscuras are the same technique with different names and ways of firing. Ulquiorra refers to it as 'my Cero' as well.

It would make an awful lot of sense. Considering a number of things.
First, Grimmjow's aspect of death. He is destruction. He would have the most destructive Cero because he is destruction incarnate. This is why it's banned underneath Las Noches, because if used correctly it's capable of just destroying Las Noches in one go. Ichigo got lucky in his fight with Grimmjow, the thing Grimmjow fired was not nearly powerful enough to blow up all of Las Noches in one go. There's no way Aizen would be silly enough to ban something like that, other Espada have more powerful ceros without using Gran Rey anyway. What Grimmjow fired was not a Gran Rey Cero.
The name is related to him too. The only other character who is a king is Baraggan and he didn't display the ability to use it, thus, to our knowledge, Gran Rey Cero is actually a unique cero.

So now we have the very rules on Cero in this guild being quite disputed with Canon sources.

He says it exists for the benefit of the Espada. because he says it exists for the benefit of the Arrancar one could even suggest that this means they don't all have it, because it's for their benefit, not for their use.
