Think about it - a person who specializes in agility could very well dabble in perfecting his shunpo as a Third Seat or even below. Of course, just becoming a Vice-Captain doesn't mean the technique is refined, but now i'm ALLOWED to use it - and not only am i allowed, i have 9 in agility, so i should be adept (but of course i'm going to tone it down).
But i won't whore the use out of it, so don't worry.
