In the game? It comes after you visit the wreck of Trabia Garden, and everyone decides to go to Edea's house. G-Garden ambushes you once you get onto the main Centran landmass.

You'll see Galbadia Garden floating the a patch of forest near the ruins of the orphanage. If you don't get close enough to it, nothing will happen.
