Spoiler (kind of): I still say there's some kind of conspiracy between Madara and Izuna. I think that the real Madara probably died sometime in the past, and somehow was about to make or train a replacement until now. Considering the real Madara's shinobi prowess, he wouldn't have been so coy about capturing the jinchuriki, he could have gone and taken them easily using Space-Time Ninjutsu. So I propose that the Tobi Madara has been an impostor for at least since Naruto was born.
Or... and stay with me here... what if Madara perfected some kind of Izangi alteration? We've only seen him with one Sharingan since the Nine-Tails Attack on Konoha.
Also, another theory. The only person to perfect Space-Time Ninjutsu was Minato. So what if Madara had taken Minato's body and was controlling it somehow similar to Nagato controlling Pein, except without the user being alive, seeing as the real Madara is dead.
Just something else to put out there. When the real Madara was resurrected, he seemed startled and confused when he realized that he'd been summoned using Impure World Resurrection, meaning he must have died sometime before he met Kabuto for sure.

Tobi was probably ordered by the real Madara to put Nagato under a genjutsu and to bring him back to life via Izanagi or or this.
Madara was EXPECTING Nagato to revive from the dead, NOT be revived via Impure World Resurrection. That means Madara DID give Nagato the Rinnegan and DID survive the fight with Hashirama Senju.

I think that Tobi is waiting to use the Creation of All Things Technique to recreate the Ten-Tails. Simply collecting all the Tailed-Beasts won't rejoin them, and having all the chakra necessary to reform the Ten-Tails would make a significantly lower Chakra cost.
Something else I thought about, wouldn't the Ten-Tails be noticeably weaker since half the Kyubi's chakra is sealed with the Shinigami?

I think that Tobi is waiting to use the Creation of All Things Technique to recreate the Ten-Tails. Simply collecting all the Tailed-Beasts won't rejoin them, and having all the chakra necessary to reform the Ten-Tails would make a significantly lower Chakra cost.
