Just post it in the Custom Jutsu Forum, Someone else Will have to help you sense I kind of have a biased opinion toward the Jutsu. :3 But if you need help tweaking it to get it approved, I can do so. I'm rather good at putting math behind the jutsus and making it all balance out.
Also @Zala, most of Halloween's customs and stuff so far have all been themed around Halloween stuff, oddly enough.

Reservoir of Memory XIII Halloween XIII I created a custom jutsu XD here it is Username: XIII Halloween XIII Rpc Name: Soren Silverstar Rpc Rank: Sannin Rpc Class: Ninjutsu Jutsu Name: Impure animation Rank: SS Forbidden Element: Universal Classification: Ninjutsu Type: Supplementary Description: This jutsu is a jutsu that allow it's user to be able to animate non-living or no longer living things. The requirements is that they must be touching the thing they want to animate, must draw a seal with the users blood. One sign of animation is glowing red eyes. Can only be destroyed if you destroy the object or body or cut off the chakra supply from it's user. Effects: The effects is that the thing that is animated is able to use whatever skills it aquired. For example, if the user animates a dead body then the dead body can use what ever skills it aquired when it was living. Requirements: Must be touching the object they want to animate, must draw a seal around the body with the user's blood. Can only be used by Soren Silverstar Range: Close-range Rp Sample: Soren smirked in delight as he finally found the body of the first hokage. He use a kunai and cut a small cut on his finger. Then he used his blood to create a seal around the body. When he was finished, he laid his hand on the body and suddenly he pour large amounts of chakra into the body. The hokage's eyes glowed red and opened. No, no, no, no no no No No NO NO!! If any one approves this I am going to flip. What the hell is this?? I approved it but he is going to have to learn it himself with some very lengthy and well placed literature. Otherwise I'm going to deapprove of it if he learns it just by typing three sentences at a time.

Haha. I'd put my money on that bet. :3 You'd have to be able to restrain the Mizukage though, because he can turn into thousands of little cockroaches.
