So like, I would have to decide: freehand or base? Base would be cheaper but potentially faster than freehand. Freehand could be better quality perhaps, but more expensive.

I also change my style mid-project which is annoying to me and I want to start over. The other thing is that I have trouble with consistency. Sometimes I don't wanna do complicated shading. I want to do a quick cell shade and be done with it. But other times I just get in the zone and the next thing I know it's super detailed. XD
