Ok THe first one is fine but not the second unless you have two Elemental Chakras which only jounin do.

Haku Needles Jutsu Name: Goraishi Element: Katon Rank: S Type: Ninjutsu Chakra points: 100 Effect: Like the Rasengan, this technique does not require hand signs to form. It is a technique is unique to Doku. It forms around his right hand, like a glove with claws. The technique is made of the element fire, such as the Chidori is made of lightning and Rasenshuriken is made of wind. Doku will form chakra around his hand, using his innate of fire he will add the element to it. Once it is formed he will attempt to slash his opponent, if he does then it will cause great damage. If not he can also slam it into the ground, sending waves of chakra energy in explosive amounts causing damage to whatever it hits.

Haku Needles Jutsu Name: Sanjuuga Element: None Rank: C Type: Taijutsu Chakra points: 15 Effect: Like Gatsuuga, the Inuzuka will use the Juujin style of Taijutsu but using two familiars rather than one. This allows greater power in the technique and allowing for greater striking angles.

Well you can strill have it im just saying that you wont be able to use tilll your a Jounin so yes it is approved just you wont be able to use it till your a jounin

Ok ink whip aprroved after you make it ten its kinda like Mizu no Muchi and so i say ten CP since your making a kinda solid object out of the ink gonna take more then 8 chakra.

effect: The user puts his hand over any part of the body that recieves air to the body and sucks out all air until their is none left. This jutsu takes to posts to complete.

THe jumping dart is just the wall walking jutsu and you then jump to another surface and that only takes one cp to stick to a wall
THe air thing you need hand signs for it and 60 cp
