That's because I've decided I'm going to be the kind of leader that actually listens to what my members might suggest. wink I always hated how the members got ignored in other rp guilds.

Can I play an NPC teacher to someone that is not in my city if the King and the Master of that city is busy? I'm mostly asking this because Sine needs someone to teach her Siren skills without people knowing that she is a Siren, so I was thinking I can create a Siren NPC to train her

You can't. You'll have to join a city at some point and receive training from them.
