Description: A full-body cloak made of what looks like worn green material, the chakra shroud seems nothing more then an ordinary cloak, a run-down one at that, as the edges are tattered and it has several small holes in the material at it's base. the design however was intentional, the goal being to make it look like a common traveler's cloak to avoid drawing suspicion of any kind to it's wearer. However, the cloak has a secret of it's own.
The material the cloak was made of was designed to dampen the chakra signature it's wearer gives off, by acting as a shield against other people's senses. This ability does not negate a user's chakra signature, but it does make it much less intense, making it seem as if the one wearing it has a mere fraction of the chakra potential they actually have. Effectively, the cloak makes the wearer seem like they have 1/5 the chakra they normally would. In the case of a Konaga, it makes them appear to have nothing more then a Sp. Jounin's chakra levels.
Weakness: (Mandatory) Any large tear in the material will disrupt the effect of the cloak entirely and will reveal the user's full chakra potential. This is easily repaired however by simply stitching the cloak back together using a thread from the tattered sections of the cloak at it's lower edge.

Having done a bit of research into a previous custom very similar to this, which was approved, and finding this much less overpowered, I have to say...

Though I must say, I am significantly offended that Kye did not simply petition a chakra suppressing cloak/seal/thingy from Yasashii. /angryface

Not disagreeing with Hinote, just thinking this really should be a universal although expensive, technology. clarification edit: I'm just requesting not demanding

Personally, I don't want everyone running around with my idea in this instance. I had this developed for Kye for a specific reason, so that others would not suspect her of being as strong as she is while just interacting with her.
If such a tech were made public and wide-spread, then it would destroy the entire purpose of the cloak. If everyone can obtain something like this, then whenever a guard shinobi sees such a cloak, they could just ask them to remove it. The fact that it's a one of a kind technology makes them less suspicious of it as so.

Taking a hard piece of sponge, he shaped it into a point and affixed it to the end of a hollow plastic tube. By filling the tube with ink and capping it tightly, he made a small compartment capable of holding a large amount of ink. The ink would slowly be absorbed by the sponge tip, which when placed against anything, would then place the ink upon it in a more controlled fashion than brush or pen.
Soon realizing that what he had created was a gold mine in it's day, the man drew up blueprints for his device and sold them. The device went through several modifications, making it hold ink more securely, and adding a cap to the drawing end to keep the tip from drying out and hardening, becoming useless. Now, it is commonly sold on the market, under the moniker of "Markers".
A marker is capable of holding within it's chamber one full vial's worth of ink, though they do not come with ink in them.
Due to the controlled fashion of release, markers use 50% less ink than other drawing utensils, making them highly efficient.

Since you made it mandatory this cannot be ignored. Perhaps a limit to how often it can be refilled? So the marker is a neater way of doing seals. With one ink vial the user can make 20 seals rather than the standard 10. The inconvenience of using a brush and ink would make it a faster, cleaner alternative to ink and brush. I don't think this is OP, but I am not familiar with seals so uhh. Do you think this is balanced? For price it would be about 10, since the normal everyday pens and brushes are 5, and markers are more efficient and convenient.

Mainly removed the weakness section because I was going to add it to the main list. It does have weaknesses though. One, it's fragile. Two, if you leave the cap off, the tip gets hard and useless. (Honestly the weakness section doesn't make entirely much sense anyways unless you're making a truly high tech, high rank, powerful custom. This, does not even rank F on the chart. [Note: I didn't make the weaknesses mandatory. This is one of the few areas I haven't ever poked around in altering anything. XD] It won't reduce the speed of making seals, or increase the quality of them at all. The only real advantage is a slight price reduction overall. And being that the reduction is only two gold... Yeah, I'd say it's balanced. It's just a minor convenience. Price sounds fine to me. I was expecting it to be double brushes anyways.

Ehh, I honestly don't see much real reason to deny this. I have also changed the submission form to say mandatory for C+ technology. (I misspoke, you didn't make it mandatory but it was. You did make it clear why it shouldn't be. Oh, and Approved. I should get me one of those fancy graphics... *ponders*

This cloak, besides being of a light material optimized for use of the technique, has a very thin see through veil over the face, so that when the technique is active, the face is hidden from the outside, but the user can see through it. Besides that, the material used for the cloak is specially designed to react to chakra, and becomes slightly stiff when chakra is applied to it. This aspect, when the invisibility technique is active, removes the rippling effect of the image if caught by wind or the user moves a bit. Despite this it does not reduce the user's range of motion, merely the cloak's ability to move on it's own by accident. This does not remove the weakness of the jutsu, in that moving even slightly out of position will break the illusion by placing the picture formed in the wrong place.

So I'm assuming this is the very, basic-basic 'Invisibility Jutsu' type tech.; not similar to the one the Rock nin utilize, right?
And just to clarify, the user basically can be invisible should they put the cloak on, but it will limit their visual quite a bit. Right?

If not for that, I'd just have the character pick up a plain old cloak. The veil over the face is meant to be covered by the illusion in one direction, but see through in the other, allowing the user to see out.

Based on the fact that the "magic cloak of invisibility jutsu" is just holding a piece of painted cloth or paper in front of your face, this tech makes no sense at all. If it were to work as you seem to think it does it would just be: Quote: Meisai no Jutsu (Camouflage Technique) Type: Genjutsu | mirage Senses: sight Description:This skill allows the user to become transparent and slink into the confines of a natural resource. It takes a small amount of chakra to initiate but it can take quite a bit depending on how long you wish to stay camouflaged within the confines of the natural resource. Elaborating on natural resources, it must be something like a tree or the ground or a boulder that has not been created or shaped by mankind. This illusion lasts for three hours. You don't need to be wearing any clothes for that jutsu. Honestly the cloak of invisibility jutsu shouldn't even exist, it should just be a technology, albeit extremely extremly simple technology
