Gaara not only had to endure the villager's treatment for years, but he was being attacked as well.
I do not know Shisei's full story, however; I don't think he was hated by his village. Correct me if I'm wrong.
Perhaps Shisei was attacked, but I don't see why he would be so angered or have such a lack of emotion that he would kill people.
I did learn that there was a reason why Shisei was the way he is, which I will find out eventually.
