Now as stated element's in Naruto world meet these weaknesses.
So RP example
A user cast's suiton Armour - Well say rank B
The opponent cast's (Made up) Raiton punch - Rank C
Suiton is not weak to Raiton so nothing would happen if anything the opponent would be slightly damaged for attacking a defense stronger.
Next Sample
Suiton Vs Raiton Same Rank
The Suiton defense would clash and Both jutsu's be canceled no edge given to the raiton as the chakra's arent weak agaisnt each other.
Suiton vs Higher Rank Doton
Suiton would be dispeled and the defender hurt yes.
Reason's if the person did raiton on normal water then yes it would conduct it but these are infused with chkra created Element's if anything fake element's sort of. So the Suiton isnt weak agsint Raiton but instead weak agsint Doton.
Unless fighting on a lake and the user is in water but even then both user and opponent would be effected by technique.
