Cookies are circular, and do not need to be cut. Brownies are mostly chocolate, and much closer to cake then cookies. Not to mention that the batter/dough is different.

We have always known brownies as cookies in Newfoundland. But then, we also see toutons as a meal when most others think it's a snack... And Puppet, I have eaten brownie dough. It's not too bad.

Brownies have batter, Cookies have dough. Its the liquid to solid consistency, that makes a mix a batter or a dough. And what are Toutons?

A Newfoundland easy dish. Basically, it's fried bread dough. Really good and you can put just about anything on it from syrup to peanut butter.
And when we make brownies, trust me, it's dough.
