As much as I would like to see Dougherty "pay some dues", Showcase is right. There are no regulations stating that you can make an officer roll for being drunk... neither in here nor the MW bar. Now, if the Officer had "pranked" the place, then you might have something.

"pranking" would be if he did something to the bar such as plant flowers, do some cheerleading, spray-paint the walls pink, etc. Being drunk at a bar is not quite pranking... it's pretty much normal.
