Alright. Can I put a request in to get a gymnasium with all of the weight-lifting equipment that a person may need to recuperate from muscle loss?

If your character is being revived there shouldn't be... muscle loss exactly. Not unless you want to make it so that some portion of energy is required from him, which might cannibalize the muscles to feed the spirit. Even if it was like that, it would take months or years to recover.
It seems more likely to me that it would be a spiritual or mental fatigue that would be lasting, like when you're sick. ( He basically has res sickness like in WoW ) so it will go away after a set time, instead of staying with him forever, which would sort of defeat the point of the spell.
Think like if you still had your same strength but you woke up with the flu or something. You'd probably feel weaker and not have it in you to do the things you normally would, but there hasn't been any significant loss of muscle tissue. Since having muscles alone doesn't mean you can lift, push, or do things like that. If your mental or physical stamina is impaired all your abilities and daily activities will suffer similarly.
Then again, I could be wrong, it's happened once before.

I'd rather lose either than 25% of my STR and CON.
Then again I don't pay much attention to level loss anymore. I read through Energy Drain and realized it would never fly, so, I just changed it and stopped reading the overall effects. You really only need to hit someone with it 2-3 times and then the battle is already won.

Personally, I feel the cost for resurrection should be his primary ability being disabled for the next round.

From a DM standpoint, enervation became the most frustrating spell for any "boss" style encounter ever. 1-4 lost levels nerfed pretty much anything and everything to crippled levels.
I'm curious to hear how you changed it, to be honest. I'm still tweaking to try and find something that's reasonably balanced.
Also, agreed. 25% loss hurts.

Basically... have him be all lackluster. He won't be as fast or as strong, because he feels like he has a weakness that isn't physical. Just play him at reduced strength ( minus 25% or whatever you guys came up with ) for a time that the Judges consider fair, then have him come back around to full keel.
I don't know how to explain it exactly, it's just one of those things most people have experienced in their lifetime. A great way I guess to get at what I'm saying is to do as many pushups as you can, and then when you're so weak that the last one seems unbearable... that's what its like for him to be going out and fighting. It's like he's exhausted and has used up all his strength, so fighting with all he's got is a constant effort of will and a testament to his desire to win. It's like he has to really grit his teeth and give it his all just to try and make it through a match, let alone win.

Rhoslyn Vernal I've actually called for kicking Sin out and banning him from next year's GTB, because his LOLOLOL I WANNA GET A QUICK KILL crap was a waste of my and other judges time, ******** over alternates who would have put in a good fight, and was basically just outright trolling.

KB Energy Drain - By striking an enemy with a natural weapon KB is able to drain them of their will to live. This ability only applies to living creatures and thus has no effect on constructs or undead. The immediate effect of being struck is depression and a feeling of coldness, with consecutive strikes instilling feelings of hoplessness and dread. Repeated contact then begins to consume the life energy of the target, transfering it to the vampire and strengthening it. Desiccation of tissue and loss of function becomes evident as the soul is essentially removed from the body piece by piece. The alternative being... "WAAAAH KB UR OP DIS IS GAY!" Granted, even with the way I word it, I always get from the Judges, "I'm not so sure about allowing mood changing deathpunches."
