No, Mandalore the Conquerer did.
wether he was successful in eliminating Mandalore the Immortal remains to be seen, but the Mando'ade no longer support him.

To clear up:
I was basically focusing on the military aspect of this.
Hapes is there because it is extraordinarily wealthy.
The loyalists and the Community are not going to be able to finance this revolution without some help: Hapes is an open goldmine.

Or how about the banking clans or other wealthy worlds? Hapes may be rich, but comparitively, they dont' have nearly the financial backbone that a series of systems banded together would have.
Having a military is no excuse, since once again, money can buy an army.
Relying on the Consortium to be attacked by the sith will prove frivolous, since they'd quickly be wiped out.
The only thing i like about it is the originality. But its based on large presumptions on the value of Hapes to the rest of the galaxy. Sure, it could help fund the effort, but it can't bear that burden alone by itself and expect positive results. The Sith are funded by hundreds, if not thousands of systems. The drive yards at Kuat and Fondor could crank out a hundred times the number of ships and forces than those on Hapes.
@CW: Bespin is just known for naturally spin-sealed tibanna gas. However, its not the only source for blaster gas in the galaxy. Its just relatively cheaper in some areas of cost production, and historically famous. Otherwise, it sustains itself, because it doesn't need to sustain others.

Compared to Hapes, Besbin has nothing.
Money should be found elsewhere.
Maybe get some criminal backing in exchange for some other benefits that they possess but Criminals cant access readily.
