Jedi only rank higher than Rune Mage because they have Lightsabres... and kill people with thought. A rune mage has to use runes, which I assume requires more effort than simply thinking someone's spin turns into goo. Ona technical level, Lightsabres cut though runes, unless the runes are placed on one of the three materials that are immune to lightsabres.
Rune magic is very, very, advanced, which makes them better than most specialist mages, if not every single one. The runic ability to nulify normal magic surpasses the ability of normal magic to harm rune mages. Clerics who worship dieties fall into this category.

Common spell casters are the common witches and wizards who have great magical power, but choose not to do anything significant or lack the power that specialist have. Shamans fall into this category, because their magic is not as potent as the cleric of a deity.
Everyone else represents the large body of classes that have special abilities that make them better than the average person, but not as good as a magic user. This category includes all the classes that have magical powers, but are not mages for one reason or another. People with limited psychic powers also fit into this block.
Trained soldiers spent at least three weeks practicing with their weapons. The have no magical powers. Usually, the biggest difference between trained soldiers is the weapons and armour they are equiped with.
A commoner is the weakest class, as their is nothing special about them. They are not good at fighting or anything that is out side of every day skills. A max level commoner can beat up people from other classes, but they have to be a significantly lower level. A commoner has no chance to defeat a magic user of any sort, and often will be defeated by lone apprentaces.

It is possible for the lowliest commoner, with little to no comat experience, to defeat the most powerful jedi in the universe.
It takes some creative planing, and some resources, and often, a s**t load of divine favour, but its possible to have a 100% chance for him to win.
