Well even though it's defensive, could it be used as an attack? Since it's the same basic concept.

Neji could blow the bee away with a wind palm, Neji would have never been catch in the mess see was. He has better chakra control really, but I overall I think he is stronger. Neji is Jounin and she is Chuunin, but its good they are not the same.
Frost is online but wrote he will not come, and were there to see him and Oki. I guess we have to wait for Oki then....... V.V

Man, I'm confused as to how to learn the attacks...I don't know whether I have to just use it seven times, or fail six times, then successfully do it once.

Yes you can I am sure but it would work best if you would counter with that move. Less chance of the enemy dodging your attack.

I mean the idea is to create a thin line of chakra, perhaps one could create a large thread of chakra... a whiplike item used to cut and slice objects, so theoretically it could be an attack, if someone was infront of you and sliced them hundreds of thousands of times, but they would have to really not be moving, it takes more focus and control
Ida: noone is doubting that neji is stronger, I am just saying her 64 palms is a higher level technique and his....

Well I would like to know what are all the techniques they can do now. The time slip and all, surely they know more moves.
Oath - you can fail six times and then get it right, but have the simple process of getting better each time.

That is true. But, there might be some people that want to do multiple abilities at one time. That don't want to wait for their character to die off.

Also makes it hard during War arc's or in main storylines when one person is two diff characters as in this guild usually every village is involved in the arcs at same time.
