If you're talking about the latest announcement, no. It just means that you can have one or two extra pre-existing skills on top of the limit. You can have as many self-created skills as you can, methinks, so long as they're approved by Lorika. o3o

People in the group start oooing and aaaaahing and taking various pictures. ONe guest raises his hand.
Guest: "Did they win the war?"
Tourguide: "No unfortunately they did not. We belive that if they had focused more on battleing the SIN forces and less on bathing their deity they may have, but these are times long lost to the past." Tour Guide walks on. "Now to your left you will see the place we believe they set their huge glowing trident up that they polished with an almost ocd like obsession.".....
