Sorry Flurry but that clan in no way give the user the ability to use that jutsu, I dont know what Jaded was going to say, and we can debate this if needed, but from my stand point this is denied.

That's why it's called a "Custom" jutsu. Hardly any of the custom jutsus have anything to do with the actual anime. I in no way shape or form claimed that it did, if it did I would have put it in the clan jutsus when Cobra and I wrote out the clan. I don't understand what the problem with it is

The problem is it shouldnt be a clan jutsu it should be a genjutsu.... to talk to someones mind you would have to control their senses wich is what a genjutsu do, this would also make it so other could learn the jusu if they figured out what you were doing (Some one with sharingan and what not) It being a Genjutsu it would also hender the person sense of hearing when you used it

If it was a genjutsu you would also have to be able to see the person.
This might be a pain but I am trying to make people have their jutsu make sense and a clan with no ability to pass thought threw the mind shouldnt have a jutsu that lets them do so even if its a custom jutsu. I just want this jutsu to make sense on why and how it works

Range: Five meters around the sphere
Requirements: Rinnegan, must be taught by Kingu
Decription: A barely visible sphere the size of a baseball is emitted from Kingu's palm after the nessecary handseals have been executed. This sphere is invisible in darkness but light reveals it to be a shiny transparent orb. The pulsates an omni-directional wave that cancels the effect of gravity five meters around the sphere. Anything not bolted down will rise into the air and float unless they can somehow gather force and move around. However the sphere is constantly releasing a wave that pushes objects away from the orb in rapid burts as long as the user supplies an E-rank amount of chakra in tandem with the jutsu.

Range: Personal
Requirements: Lightning Release. Great Chakra Control
Decription: Kingu will extend his hands toward the nearest electrical source and draw it directly into his body. Using his chakra to reduce the potency of the electric charge and expertly channeling the electricity throughout his body, Kingu's speed and reaction time will double (Bumping speed up 2 Strength Modifier Levels). This process allows him to perform handseals at a faster rate, and react at superninja levels which can be very helpful as a trump card. The Internal Channeling also allows him to absorb Raiton techniques of the same rank, increasing the amount of time he can remain in his enhanced form by a post per rank (Academy-1, Genin-2, ect until his rank). Lightning Jutsu above his rank have dampened effects until the Sannin/Kage rank where they are normal. The downfalls, he becomes heavily suspectible to Suiton techniques and must constantly discharge electricity from his body (Must discharge electricity into a source once per post. If this isn't done the jutsu is immediately cancelled and the user speed is cut in half for the next post). After five posts in this stage (excluding recharges via Raiton techniques) the user must discharge all electricity or will experience D-rank Raiton damage every turn it is maintained. Can only be used once per battle.

Decription: By now Kingu is becoming more used to Lightning Release techniques but instead of channeling chakra into his hands he uses his chakra to collect ambient electrons and forge a lengthy spear composed of actual raw electricity held together by his chakra. Channeling his chakra through the spear Kingu splits it into smaller parts incapable of piercing human flesh indivisually but excellent by distracting the opponent with their large numbers and brightness. The spears deliver numbing shocks and move as fast as a shinobi with Speed as a secondary Strength.
The Hammer Crushing technique gathers electrons around Kingu's fist, generating large amounts of kinetic and electric force into the limb. To protect his hand from damage it is coated in a barrier of chakra that draws in the electrons. When released the mingled electricity and kinetic energy forcibly discharge into a physical object. Definetly strong enough to shatter rocks the Hammer releases a shockwave of widespread damage. The recoil of the initial strike is used to propel Kingu away from the wave. Against a human it usually causes a mixture of muscle cramps and deep set fractures.
Both need a 1 post charge and two post recharge.

Range: one-two miles
Type: Ninjutsu
Element: Paper
Description: After forming the needed hand sign the user will suddenly be engulfed in swirl of paper then they will disappear from sight and re-appear wherever they wish within a one-two mile radius as long as they can imagine the location they wish to go to. This jutsu is a rather basic one and can only be used when not in battle (cannot be used in a fight).

Use: Restricted, only members of the Oragami no Dara bloodline can learn this.

Description: After making the required seals the user will be able to summon several different sized snakes to attack their opponent/help them in battle. These snakes have a chakra system so that they can preform any four paper jutsu that the user knows.
The most seen Paper Snake is one that Hana Tsuchikage summons to his aid which looks like the boss snake summon Manda. this snake can use up to six paper jutsu that Hana knows before he disperses in a burst of smoke and paper.
(This Jutsu does not count towards a Summoning jutsu but is instead a regular technique that is unique to the Oragami no Dara bloodline and is only usable by the members of the bloodline.)

Who can use it: Genjuu-Kinzoku Members
Description: The user can manipulate bones to grow a special chakra-holding structure. The user summons up the chakra that they want stored and then performs the jutsu. At the time of creation, the user is in contact with the person s/he wants to give this item to, and grows a charm with his/her bones. The gift grows on the sternum, and is infused with chakra by the user. The charm cuts through the skin of the user, and then the cut heals after the gift is given. This item can hold any amount of chakra, and does not appear to contain chakra to people that can sense chakra. Once it breaks away from the user it cannot be infused with any more chakra. The chakra can only be accessed by the person the user was touching. The gift cannot be used by anyone except the recipient. The recipient runs a little chakra through the gift and squeezes, and the gift will shatter into dust. Then the chakra from the gift will be directly injected into the recipient's chakra network.
These gifts can only be used by other people, not the maker of the gift.

You are basically giving someone a charm that holds a reserve of chakra. So if I put 20 points into it, the recipient runs a little chakra through it and they get 20 chakra points.
Edit: But after that the charm is destroyed.

Use: Restricted only for those who have intelligence for primary or secondary strength.
Type: Ninja tool.
Element: All
Description: These tags were originally created by the Brashugan family seeing as though the the tags were very complex, and hard to make on the fly. Though as more and more intelligent people began to try their hands at this tag it became in some what of the public eye. The tags work in a similar fashion than your normal explosive tag. Writing several complex kanji the tag will explode with that certain element.
Fuuton: This tag is very different than the others. It doesn't explode at first instead it implodes gathering the winds in to a tight ball, but one must be careful for this can drag you or an opponent closer to ball of wind. After a few seconds this ball will explode with the power of a Kaze Bakuhatsu.
Hyouton: This tag is simple in function and in form. When it is writen the tag is cold to the touch. When it explodes it seends several shards of ice flying in all direction.
Raiton: This tag is used more for stunning than to actually inflict damage. When this tag explodes bolts of lightning shoot off in all directions.
Suiton: This tag is the most difficult to use for the reason that when the tag is written it becomes very wet. When it explodes the tag sends a three foot wave in all directions sweeping most enemies off their feet.
Doton: This tag works like an earth quake generator shaking the ground violently the tag opens up three large fissures that spread about five feet in length and four feet deep. making it great for any occasion.
Katon: This tag is warm to the touch. After the tag is placed somewhere or thrown from the user the air around the tag becomes hot the explosion then throws out a heat wave generally would cause most ninjas to cringe. ((Except sand ninjas seeing as though their climate is pretty hot as is.))Following that several flames are thrown in all directions.

right, just the metal bone bloodline. The jinchurikin can't use it. But they've got so many techniques like it that not having this one won't hurt them.

No, because you can't put in more chakra than you have. And, you can't add more chakra in after its been made. You form it, add the chakra, and break it off. If you left it there, you'd die from bleeding XD

The first one is fine however it cant be learned until you become Chuunin. The second is iffy, you should be able to summon papper snakes with Chakra sytems and the ability to use Jutsu unless its a summon. You could always make a papper snake summon that can only be used by the Paper clan tho. So you can either edit it so its no so powerful or you can creat a papper summoning application
