You said it’d take me two rounds to get to the skiff right? So I run this round, and the next. So on the third round I’ll get to it yes? Or I get to it at the end of the second round because When I get to it want to jump up and use my speed and what little mass I have to help push the dead driver out of the seat.

No, two move actions. You're at the thing but cant act until your next turn.

Since one move action involves you moving your speed, giving up your standard action fr two allows an extra move action and therefore doubles your speed.

Can't you flat out run at 4x your speed? Or is that only in non-combat?

Yes you can and that requires a full round action.
