do the ((10+wis)+10)*lvl skill points for starting a character have to span the passive skills too?

The Winged Guardian *tosses ductape the quarter* i suggest you run lol and ell i have no doubts in ur lady charming ways if its half as good as your ability to rp lol i never seem to be able to catch the ones i charm....and then they go to a lame or a douche.... but yes...they are good...sorta..maybe...

My bad on the equation, I don't know what I was thinking with that eq, but the question still stands.
Those 20 skill points are distributable amongst the list of skills that are modified by certain ability modifiers. I understand that, but what I don't get is whether or not those points are distributable to the skills marked (passive), or if those are determined otherwise.

Yes, those include both mundane and passive.
