This is because since you have two classes in this guild you add everything the two classes give you.
The Power: +2 pa.... only applies if you dont have a bloodline or a clan those benefits are for those that choose to not have either as a method to make things a bit more balanced.
You get one more element everyone gets two.
You need to pick a Discipline for the ninjutsu class as well.
Your personal Attributes can be anything along the following rules just no more than two of them.
• Learning Bonuses: learning bonuses must target one specific section of jutsu such as: Ninjutsu, Eiseijutsu, Bukijutsu, Taijutsu, and Genjutsu. They may only be allowed a -1 bonus with one exception: -2 may only be obtained if another section suffers a loss of +1. Or uses a creative way to get the -2. No higher than -2 can ever be obtained via Personal Attributes.
• Healing Factors: No attribute that allows one to heal faster from any injury may be allowed. Though recovering faster is an entirely different story.
• Mission/spar/fight rewards: Ryo rewards may be increased by a max of 1.5x. AC rewards can never be increased.
• Immunities and Resistance: Resistance towards any form of Ninjutsu or Genjutsu are not allowed. Physical Resistance may be allowed but only slightly increased. Immunities are not allowed. Resistance towards poison is allowed.
• Rank Increases: Under no circumstances will anything be increased "By/Per Rank".
• Chakra Increase and reductions: Chakra may be increased by up to 20 points. Chakra reductions to Jutsu must be applied to a specific form of Jutsu. In the case of elemental ninjutsu and medical ninjutsu, a specific element or medical must be selected, Maruton included. A reduction may only be by -5, and Chakra cost can only be reduced to a minimum of [5]. This means that an E-rank chakra cost cannot be reduced any further. 'Maruton' for chakra reductions to jutsu does not include Kuchiyose, the contract's jutsu, Sennin Moodo related abilities, Fuuinjutsu, Bijuu related abilities and/or jutsu, or implanted materials.
• Physical Attributes: Physical Attributes, such as speed or strength, may only be increased slightly or moderately. Skills with weapons also falls amongst this section. Physical attributes that are increased 'moderately' must have a valid reason for being so, otherwise another physical attribute must take a 'slightly' penalty.
• Hand Signs: Hand signs may be reduced to the use of one-hand handseals. Handseals cannot be removed all together.
• Math Attributes:Nothing can ever be increased or decreased via fractions or percentages.
• Freebies: 1 Tai/Bukijutsu may be obtained free of charge via personal attributes. 2(In the same attribute) may be acquired if said person gives something of equal or greater value in return.(10 Ninjutsu slots is equivalent to 1 Buki/Tai-style. ) (A Tai/buki class saying he gives up genjutsu is NOT ACCEPTABLE. A ninjutsu user saying he gives up genjutsu is acceptable) Members may gain 10 ninjutsu slots free as a personal attribute. This is a non negotionable amount, no equivalent exchange can be used.
•Increase based on opponents: Members cannot make their stats automatically better than everyone. Ex:[Ryu is faster than everyone his rank]
• Jutsu based personal: If the member needs chakra to activate their personal, it belongs in the custom jutsu section NOT as a personal attribute.
• Disciplines: Disciplines may not be enhanced via personal Attributes.
