This was a big problem for me as well playing eldar. Turns out its still glancing. The fast movement counts as being obscured, as if you were hull down, or using smoke bombs.
Makes sense..... neutral

Well... It´s official:
Cypher and the Fallens are no more then data-records on Dark Angels codex.
Just bought the Codex:CSM (As a present for my friends B-day, me no traitor! >:E)
And it does not hold any record of Cypher as a playable character nor
background fluff, as same goes with the Fallens.
There is however an picture of an unknown space marine variant,
which is too simple not to quess it to belong to the Fallens.
So here´s a good moral question:
Is Dark Angels finally free from the centuries old Sin? owo
