Hey can a Genin Learn the Rasengan? I dont want to be the typical Uchiha learning the Chidori First.

But why would you wanna learn rasengan
because if you use it all of your chakra is gone
and if you use anything else first
you can't use it

Thank you for answering my Question, I may learn it, but not use it, like having it so when I can use it more its already in my arsenal of jutsu

okay i'll say it rinnegan needs some changes not only do they have the 5 elements but they can take off 3 post from training. WtF!
I mean they already have the 5 elements and theirs nothing about rinnegan saying they can learn tecqs faster that should be for sharingan

Actually there is a Massive part in Jiaryu's history were he states that nagato could learn techniques extremerly fast and perfected.
Rinnegan is a very powerful bloodline. and i have tested its occupent.

I don't think the rinnegan should be changed but since it is so powerful I think that there should be a limit on how many people can have it. A drastic limit compared to the others.

Haha I haven't watched any anime in over a few years.

But I did see Dathnote on and watched it like last week XD and finally played a video game..havent played them in awhile--I played--- Bleach

Typically untypical I don't think the rinnegan should be changed but since it is so powerful I think that there should be a limit on how many people can have it. A drastic limit compared to the others. The Limit is two- but now its one due to one already owning it.

the right genjutsu can stall
And the right genjutsu specialist can crush them
XD
