If I've had a Bloodline before in this Guild and I wish to use it again, do I have to apply for it again, even if it isn't anywhere near full?

That'd partly depend on what bloodline it was, as well as a bit of who approved it, and who you ask. Your best bet might be to just fish in the applications and see if you can find your old application and approval. We do have a rule that you can't scrap one character and immediately make a new one with the same bloodline, but if you're even asking, I'd assume the character died/vanished a long time ago.

Well I wanted to make a new Character in Cloud with the Chakra Mouths Bloodline because I had an Rpc there with that Bloodline that died. So yes, it was over a year ago that he died, but it was a great app. Maybe I could repost it for approval? Would that be at all okay? I'm not stealing, just recycling my own things.

Well I've already had two of the same bloodline once before and I've had a couple Rpcs in Cloud, too. Three, actually. And I've been in every village, too. So would that mean I'm banned from being in all villages? XD Cuz I've been a Rogues, too! Part of Akatsuki, even.

Ok, so a clan of mine is (hopefully) going to be approved soon, and I dont necessarily understand one of the things I (Lance, really, in an edit sweatdrop ) put in there...
Ok, so, reading a previous Q&A (and the very fun drama....might I add...), I add the ninjutsu class rank after the bloodline bonus. So, someone please help me with the math.
I have 25. I have medium chakra reserves (cuz i'm not the head of a clan yet), so that's +3/10. That gives me 31. My bloodline gives genin +2/10, so that adds up to 37. (correct so far? It's chakra reserves, then clan bonus, then ninjustu specialist bonus?)
Assuming 37 is correct, then I add +7 and I have 44 (note: my profile says 48 because i did math wrong, i'll change later).
Here's where i'm not sure about. Let's say I pass exams, I'm 40 cp now. My bloodline says +2 cp/10 max cp for chuunin. Do I go: 40+(3/10 for med. chakra reserve)+(2/10 for clan chuunin)+14 (for ninjutsu specialist)
or...
40+(3/10 for med. chakra reserve)+(2/10 for clan genin)+(2/10 for clan chuunin)+14 (for ninjutsu specialist)
To put it simply, i guess....in terms of addition order, do i add my clan's chakra benefit before or after ninjutsu specialist bonus?
and in the case of chakra benefits per rank, do they add or do i only apply the bonus for the rank I'm on?

Umm... Ignoring the massive blocks of math before it horribly confuses me...
You start with low chakra. In the case of a genin, 25. Normally for a clan you then add 3/10, which makes it 31. But, if your clan has it's own chakra bonus you would use that instead of the medium chakra. It's still medium, but you don't get the bonus itself. Depending on your particular clan that may be different, but I'd need to see the part of the clan itself where it mentions the unique bonus.
If your clan bonus specifically states that it's added on top of your normal bonus, you would count it either on your original count, so, if you have +2/10, it'd be an extra four on top of your medium chakra bonus at genin. Or if it's meant to be added on top of your total including bonus, you'd add it to the thirty, for a total of six extra.
And the Ninjutsu specialist is just tacked onto the end of everything else.
As for chakra bonuses, you just take the one for your rank, in the case of Ninjutsu. In the case of your 3/10 for medium chakra, you add it onto the low chakra of the same rank to get your count.

Leodouble_08 Understood. Also, what determines a puppet's rank? The ammo, size and overall power of the puppet. You can have a seven foot tall puppet that has basic launchers and nothing more ad it'll be a D rank, and you can have a puppet that's a foot across, with the C rank launchers, a flamethrower and packet with explosives and it'll most likely be a B-A ranked puppet. It all depends on the items that the puppet has.

About the Chuunin exams: Is the rule that Genin still need a Chuunin or above escort to leave the village still effect? Because I don't want to miss the exams, but I think I'm the only Kumo Genin attending, and nobody's come to collect my character from the gate yet.

Keep doing your own thing. We haven't got the exams all set yet. When the time comes, you can ask a chuunin+ from your village to escort you, or get permission to go alone. Or, an NPC can escort you too.
