Hapes is completely isolated though. They usually have nothing to do with the others.

Hapes hasn't entered a galactic war in decades.... centuries... Why would they start now? One or two slipped out of the system, and all of a sudden the entire isolationistic culture slips?
Even Palpatine didn't bother with Hapes. Its like New Jersey to them.
