Cagalli Yura Attha okay, I gave my dude the plasma pistol... I figured it's the only gun he can continually fire at the enemy and get his assault charge too.

Inking can give some very good effects, so trying it out is a good idea.
For the Plasma Gun I did some Ice Blue on the electromagnetic stream, since the actual plasma burst looks Ice Blue.

If fired, the firing unit cannot assault on that turn.

Plasma pistols cause more death than bolt pistols, you coulda used a bolt pistol, but a master-crafted plasma pistol will deal a good amount of pain, and still give you the +1 attack. Only thing is points cost 3nodding

Anyway... I was thinking on doing an Rp based on a Chaos invasion on some planet, still thinking of a name here, and the Arch Angels are sent in. There we see the journey of a single Arch Angel Marine fighting unspeakbale horrors as he tries to prevent a Chaos ritual that will open the way for a demon of untold power.
Meh, still working on a storyline...

What I don't understand is he also forbids psykers, so Librarians and their familiars should NOT exist.

The Emperor has been entombed in the Golden Throne for millennia so any decrees dealing with policy towards psykers or aliens comes from the High Lords. Besides, it's easier to control people if they're constantly working towards a war effort and if they think the entire galaxy is against them.
