From what I've been reading up on the Brothel workers would just begin to come back, and unless brothels are illegal in Ethe her business should be valid by the law.
Yuki does keep several NPC slaves, but that wouldn't be a publically known fact.

Because many people are coming back, it makes sense logistically speaking for a brothel to be among the businesses to crop up. As of now, no laws have been made prohibiting prostitution, so.... they're probably left alone while the kingdom works to stabilize its economy.
Might be an interesting point to come back to once/if Ethe gets to a stable point.

Depends on what type of meeting you want them to have. Yuki is a brothel madam and business owner. Her two businesses are in Lionis and Zalto, so it depends on what type of interaction you want them to have.
My Zhihao is a fairly happy go lucky kind of dork, so maybe he bumps into her and they speak about things? (There is this girl he likes and maybe some advice from a woman could help a poor guy out.)
