Best: Galeforce.
Kinda torn between Galeforce and Paragon/Elite. Decided on Galeforce because Paragon/Elite is a means to an end that doesn't always have to be met (what if you're already high-level?) whereas Galeforce lets you accomplish things otherwise impossible at any level.
Worst: Mercy.

Best: Ignis. I love how this skill is useful when attacking enemy.
Worst: Reinforce. I had never use this skill since I prefer to challenge myself of using my units to beat the chapter, even though the skill is useful if you want to make the chapter easier. Not to mention, it will be a waste of EXP if letting the NPC attack. =P

Best: Pass.
Galeforce is amazing, I'll grant, but no skill upends the game mechanics the way Pass does. While a large Galeforce team is damn near broken, one or two characters with Pass gives you options on some maps that you would never have otherwise. Now you CAN beat that thief to the chest. Galeforce could do that too, sure. But imagine there's six guys in the way.

You know what?
Best: Nihil/Awareness.
Skills like Galeforce are very broken and extremely useful. But Nihil is practically required at the end of FE10, especially on Ike. I mostly vote it best for FE10, but in other places it appears it has some good niche uses.
Worst: Mercy.

Best: Nihil In games where the enemies can have the same skills you do, having at least one skill that negates other skills is veeeeeeeeery useful. Pass is also pretty useful in terms of getting characters around the map, but I'm giving my vote to Nihil because of the last few chapters in FE10.
Worst: Reinforce Mercy is a close second, but Mercy has the advantage of being useful to level-up lower-level characters by giving them the killing blows (although that's almost a non-issue due to when you get it in the game). Still, it has a use. Reinforce just calls in some NPC's that can steal experience points and you can't control them directly. As said by Soren in a comic (which I cannot seem to find), "NPC units, stop messing up my strategies!"

Actually, you can call them in and then tell them to sit in a corner, so... they only do what you allow them to do. And why would you call them in if you didn't want them to possibly take your exp in the first place? It's a skill used for moments when you actually really need it.

Best: Pass
Galeforce is good and all... storywise. If we're looking at this from a competitive standpoint, Galeforce is useless, especially if your team is the AI. Unless you're playing Casual, if any of your units die, you would just restart the battle (unless you don't care about losing characters).
Pass on the other hand works well in both situations, because it's more passive. It doesn't have any requirements for it to work. Galeforce needs someone to die. With Pass, you can get through walls of enemies and attack them from behind, get through them to reach a chest faster, or even chase after an enemy that retreats. It works wonders without having to worry about human obstacles.
Honorable mentions goes to Acrobat for making mountains a piece of cake to cross, and Renewal for being so efficient for health recovery. Honorable mention for Nihil as well for nulling all skills.

Seconding Rath about Reinforce. You have a lot of control over those two waves of NPCs, and they can be very useful in a number of contexts (that chapter with Naesala definitely comes to mind immediately). And when do you not have enough experience in FE9 to go around anyway? Is there seriously a point where you worry "oh, my units aren't cutting it. It must be because those evil Begnion NPCs the fabulous Tanith called are hording it all" (or something to that effect with perhaps less bias towards Tanith if you inexplicably don't love her). And when the enemies are strong enough, they're free decoys. Since a common thread in arguments for what constitutes the best skill is allowing positions and maneuvers otherwise impossible, decoys DEFINITELY allow for plays you wouldn't otherwise be able to do.
Even if you were super against them getting kills, because they can fly and because you can manipulate where they move every turn, you could kite enemies to different parts of a map with them if you wanted. The uses of free disposable NPCs whenever you want them are vast.

It's been a while since I've played FE9, so I definitely got some of the specifics on Reinforce wrong. Thanks for correcting me.
I'm not changing my vote, though. (Mercy's looking like it'll win worst skill anyway.) I've never been a fan of indirect control of units in FE games. It's a lame excuse, I know, but using Reinforce to its full potential requires just a bit more careful planning and thought than I'm willing to put into a game.

Best: I'm going with Eliwood. Greil is a close second. He has more presence as a father and is a great team dad, but he keeps a lot of information from Ike. Some of it has to be kept secret, sure, but Ike doesn't even know what Laguz are. I know Ike supposed to be audience surrogate man, but that doesn't reflect well on Ike, and doesn't reflect well on Greil when you take that into consideration. Eliwood has nothing to hide for the sake of plot progression, and he's just an all around great guy.
Changing my vote to Fin. I agree with FD, the sheer amount of adversity that Fin overcomes to protect Leif and Nanna really speaks volumes. Also, that fanart really tears me up and I love it.
Worst: Ethlin. WHAT COULD POSSIBLY GO WRONG???!?!? CHANGING VOTE AGAIN to Desmond. See arguments on next page.
