I think seperate. Since water could be like any body of water, and ice could be the freezing of any water to make it into like snow or a blizzard or to pelt ppl with large pieces of hail,. X) But whatever you guilds decide is fine.

like my guy though he controls light by extention he can control shadow sence the absints of light is shadow can also star fires get enough light in on area and you get heat enough heat you get fire

So water and ice should be seprate, because you can get ice frm water and water from ice, but u cud get fire from light and light from fire and if there two different thigs water and ice can be too

I can start a fire but I cant control it once its started its there some one who can control fire could move the flame at will start it at will or extingwish it at will as well as start a fire for eat and warmth or to see where some one who can contorl light once its there its there it ant moveing unless you some how put it out or tern it into a torch

lol lets just have water and ice seprate, but they can be like sisters or close friends so they can help each other out.
