Alright everyone, here's your answer:You see Raine's ghost TWICE when you first visit Winhill with Squall. Once upstairs above the bar when the woman turns and walks toward you. Second is behind the bar when you are looking for the vase pieces.

Twice. The first is at the Dollet Exam, the second is at the D-District Prison... at the end of the 2nd battle, before Biggs fades away, he asks what rank is under his current one.
