I'll have to go with Fudge, A) because he was nicer (until it made him look bad), and B) because the only reason the Death Eaters got the jump on him was because he was in denial. They overtook Scrimgeour right under his nose, even with him looking for them.
Ok, who would make a better comedian, Fred or Georger? (haha, I'm making you think of them seperatly.)
