But he also said the best bet and immediate action course is to rush it to a vet. They'll put some tubes in to suck out the liquid, and then give them some anti-biotics to protect the lungs from infection.

Hashire Kazemeijin Stepdad's a Health teacher. I asked him on what to do. He says yu should aspirate the puppy first with one of those baby formula squeeze syringe tubes. Put it in the Puppy's mouth and try to get some out.
But he also said the best bet and immediate action course is to rush it to a vet. They'll put some tubes in to suck out the liquid, and then give them some anti-biotics to protect the lungs from infection. I'm not sure if we have one of those here but my grandma is trying her best to save the little girl. She's raised a lot of dogs so she knows what she's doing.

It's in the womb though... you can not bloody well do that until it's out of it.
