Really you never said that people CANT train there Van; as long as they dont hurt anyone it should be fine
It actually hurts the trainer.
They get a new Jutsu
But they lose chakra and others know they have that jutsu

Unless they're training genjutsu, they can pick someone in the crowd, screw with their mind, and get a new technique out of it.

Taijutsu is very important though! You need something to do when not spamming ninjutsu...

I like how there are no Sound ninja in the Sound ninja yet all of the Sand are there, as well as one Leaf, one Mist, and two Cloud.
