asking about face/head construction? most of the time i just eye it or draw it in a way i think might be good x'3. i hardly use normal measurements anymore to make sure that the face/head is structured correctly.
http://timflanagan.deviantart.com/art/Basic-Head-Tutorial-Layout-18002862 i think makes a basic explanation for measurements. it uses the same 'eye' measurement method i used to use. deviantart has more stoof OuO
focus on making the eyes look good (making sure that the lines are thicker for the upper row of eyelashes can help, for example). if you fail at making the eyes look good, then often it ruins a huge chunk of the picture.
