Who would I suggest a Story Arc to? ( i have a couple, but there is one I'm really proud of, I'm actually really wanting to write out their abilities, and even make profiles for them... >.< )

Guild wide, send it to Zane or a VC. Village based, send it to the kage of that village.

Can I make Death Spank (Auto ranked character for Iwagakure.) part of the Akimachi clan? He hasn't done a whole lot and he is constantly eating bacon cheeseburgers... so it will make sense, and shouldn't disrupt any Rp.

Alright, so I've become really bored of Aya lately, and I know there's no hope in reviving interest in her, even if she's passed the first portion of the Chuunin exams. So, I plan to replace her with a completely different character. I'm allowed to do that, right?

What I meant by replace was just make a new character in the same village, not exactly replace her status/rank and all that.

Haseo Hitsome o.o can I have the Reibi? >_> What on earth is the Reibi? @Azeiel: No. You have to be active for the full time, so we know you're going to be active enough to be trusted with multiple characters. If a person is active two months, vanishes for one, and then is active for two again, they haven't gotten their four months. Only two.

The Reibi is not a tailed beast, just a evil spirit that was in one of the movies.
I have not seen a Reibi in Pots, so if you wanted to make the Rpc you would at the very least have to pass it threw customs. If it allowed at all.
