Open Canvas
Pros: You have more control of the lines and details, coloring options, if used correctly can produce artwork that can match up to photoshop
Cons: It has it's glitches, if you work with a mouse, lines don't come out super clean.
Flash MX
Pros: Since it's vectoring, you can produce crisp lines with ease and shape the lines to it's limits. Coloring is not much away from paint, and it's all completely hard cell coloring, unless you wanna have an easy way out and use gradients. You don't need a tablet to produce nice artwork, just need to know how to draw xD.
Cons: A lot of people dislike coloring in flash, though if you are willing to master it, you can produce a very nice, shiny image xD.
Sometimes, when it smooths out your lines, it will either make it too straight or too curly, or it just goes beserk and you have to fight with it.
