Well for one, if the village wasn't in such financial disarray, we could place a bounty on them. I don't know if my math is correct, but based on what I've seen so far, they'd be worth 70,000 in Ryo

we havn't been getting anything done. so I'm changing that. if our mizukage can't organize our men more quickly then I will. we just suffered a loss of shinobi that didn't need to happen, and i've been watching the other villages rank up their ninja and such. we are sitting ducks if we don't become more prepared
