The exact numbers are 1/8192 reduced to 1/2048, but Cookie's got the general method right. Called the Masuda method, it's pretty much the most reliable way to get a Shiny, whist also allowing better customization since it's breeding.

 I think it was a good idea to stay away from controversial issues. You gotta understand when you're a Pope, or a President, or in a high position of influence, you have supporters on both sides of the issue, and you have to take a neutral stance to appease them both. If he were a human rights activist that'd be a d**k move, but he's a religious figure, and religion needs to gtfo politics and stay out.

Lady Psycho Sexy  I think it was a good idea to stay away from controversial issues. You gotta understand when you're a Pope, or a President, or in a high position of influence, you have supporters on both sides of the issue, and you have to take a neutral stance to appease them both. If he were a human rights activist that'd be a d**k move, but he's a religious figure, and religion needs to gtfo politics and stay out.
 I was also referring to the bill itself, but in the past the Pope usually does comment on controversial issues. So it was more odd that he didn't.
