Well, I looked over some of them and they seem really good. I think it wouldn't hurt to have some more medical jutsus to choose from. It's still Cobra's call on the approval though.

Description: The jutsu is mimicking the chidori technique, but there are some differences. One difference is that it does not sound like a thousand birds chirping. It sounds like a wolf howling. This jutsu uses less chakra than chidori and it’s made from fire chakra. You don't need to be fast to be able to use the jutsu. The jutsu gets more effective each time you are promoted to a higher ninja rank. It can be a C through A rank jutsu.

Genin: The flame will look like a small red sun (for example: the size of a small basketball). If you attack someone with this jutsu at this rate it will tear the skin of the opponent, leave minor burns around the area they were hit, and leave a small gash.

Chuunin: The flame will be purple and look like a medium size ball (for example: the size of a medium sized basketball). The flame is wild at this rate. If you have good chakra control you can tame it, if you don't it will take you at least three tries to tame it. If you attack someone with this technique at this rate it will tear the flesh, leave major burns, and leave a big gash

Jounin: The flame is black. It is the same size as it would be if you were a chuunin. If your opponnet looks at the flame it will blind them. Smoke will come from the flame as well as flares. This technique can also tears the flesh and bone.


Genin rank jutsus are D rank and if you're going to list down ranks, it might be a good idea to list all the ranks (special jounin, kage/sannin).
For the jounin part, it might be a good idea to say that it blinds the opponent temporary for a certain number of posts or else whenever someone goes against that attack, they'll turned blind.

You're still making reference to chidori, think you can try to keep that out of the discritption?

Doton: Shinjuu Zanshu no Jutsu (Earth Release: Inner Decapitation Skill)
Description: This earth jutsu allows the user to “dive” into the ground and move around in it as if it was water, or even thin air. This ability allows the user to get near an opponent without notice and when below him, pull down the opponent to ground, burying his body and leaving only the head above the ground. This particular jutsu isn’t an attack by itself, but it easily creates and opening for more deadly attacks.

Well, based off the description, the two jutsus somewhat clash but depending on how someone uses the jutsu, it could be used like Mint's idea. I would suggest combining the two but then that takes away the whole idea of the inner decapitation skill. Lets wait to hear someone else's opinion on it.

There is no point... the jutsu do the same thing, the only diffrence is that mints cannot grab someones legs and pull them underground.

There both Genin level jutsu and do the same thing, adding or mixing the two would do nothing at all...

Decription: A barely visible sphere the size of a baseball is emitted from Kingu's palm after the nessecary handseals have been executed. This sphere is invisible in darkness but light reveals it to be a shiny transparent orb. The pulsates an omni-directional wave that cancels the effect of gravity five meters around the sphere. Anything not bolted down will rise into the air and float unless they can somehow gather force and move around. However the sphere is constantly releasing a wave that pushes objects away from the orb in rapid burts as long as the user supplies an E-rank amount of chakra in tandem with the jutsu.

Jutsu Name: Lightning Release: Internal Channeling
Type of Jutsu: Offensive

Requirements: Lightning Release. Great Chakra Control
Decription: Kingu will extend his hands toward the nearest electrical source and draw it directly into his body. Using his chakra to reduce the potency of the electric charge and expertly channeling the electricity throughout his body, Kingu's speed and reaction time will double (Bumping speed up 2 Strength Modifier Levels). This process allows him to perform handseals at a faster rate, and react at superninja levels which can be very helpful as a trump card. The Internal Channeling also allows him to absorb Raiton techniques of the same rank, increasing the amount of time he can remain in his enhanced form by a post per rank (Academy-1, Genin-2, ect until his rank). Lightning Jutsu above his rank have dampened effects until the Sannin/Kage rank where they are normal. The downfalls, he becomes heavily suspectible to Suiton techniques and must constantly discharge electricity from his body (Must discharge electricity into a source once per post. If this isn't done the jutsu is immediately cancelled and the user speed is cut in half for the next post). After five posts in this stage (excluding recharges via Raiton techniques) the user must discharge all electricity or will experience D-rank Raiton damage every turn it is maintained. Can only be used once per battle.

Decription: By now Kingu is becoming more used to Lightning Release techniques but instead of channeling chakra into his hands he uses his chakra to collect ambient electrons and forge a lengthy spear composed of actual raw electricity held together by his chakra. Channeling his chakra through the spear Kingu splits it into smaller parts incapable of piercing human flesh indivisually but excellent by distracting the opponent with their large numbers and brightness. The spears deliver numbing shocks and move as fast as a shinobi with Speed as a secondary Strength.

The Hammer Crushing technique gathers electrons around Kingu's fist, generating large amounts of kinetic and electric force into the limb. To protect his hand from damage it is coated in a barrier of chakra that draws in the electrons. When released the mingled electricity and kinetic energy forcibly discharge into a physical object. Definetly strong enough to shatter rocks the Hammer releases a shockwave of widespread damage. The recoil of the initial strike is used to propel Kingu away from the wave. Against a human it usually causes a mixture of muscle cramps and deep set fractures.

Both need a 1 post charge and two post recharge.

By performing a mere three handseals, one is capable of placing both hand on the patient's head. This allows them to soothe the patient's mental status. Clearing the patient of all sorrow, all pain, all anger, they may free them of insanity, and traumatic stress. This also relieves the patient of lasting genjutsu effects up to Jounin in rank, costing equivalent chakra to the genjutsu used, additionally.

After each jump, its healing ability is less.

Technique Description: Aaron developed an ability to make use of advanced medicine. He wanted to be able to keep people going, even after they had fallen incapacitated in battle. Using a scalpel, preferably the Chakra Scalpel, one may create tiny incision. From there, morphine in the form of a medicinal powder is placed upon the open wound. It directly enters the bloodstream, and will awaken an unconscious patient. From there, their heart rate jumps, and they are able to function once more, for a short duration of five posts. This can only be done once, as over-usage of morphine causes cardiac-arrest.

Technique Description: Aaron was tired of seeing ninjas return home without limbs, or missing parts of their face. By delving deep into the study of cellular growth and division, he was able to create a technique that exceeds the laws of medical science, thus making him re-known in history forever. Breaking the barrier of cell fiction and fact, he found a way to grow back body parts. Performing a long series of handseals (roughly twenty-five), Aaron will pool a large amount of his maximum chakra over an area missing something. By knowing its genetic make-up, and having an envisioned appearance of it in his mind, he is able to rebuild the bone, then the cells, then the tissues, muscles, and finally the dermal layer of skin. The body will take time getting used to the new part, but it will not reject it.

Technique Description: Aaron sought to expand the range of abilities within his clan. He already had a profound use of chakra control, and figured it was time to take it the next level. Instead of merely suppressing chakra, or just sensing it, he wanted to be able to do something else. After performing ten handseals, a Mind's Eye of the Kagura bloodline user had the ability to mimic the chakra signature of anyone they had come in contact with. This could act as a diversion, or merely a way to sneak past guards easier.

Whether it be their legs, their palms, their fists, their chest, the chakra acts in an abundance of ways. It may be used to weaken the impact of attacks from taijutsu users, of attacks equal in rank to that of the chakra focused with the area. It can also increase the speed of the user, or their strength. One may even focus chakra to a wounded location, healing the damage, this still dependent on the chakra focused.

Technique Name: Chakra Dispersal Negation Field

Technique Classification(s): Mind's Eye of the Kagura Bloodline/Clan Ninjutsu
Technique Range: 300 feet forward projecting from the user

Technique Description: In order to quickly disable the opponent, Aaron developed an advanced chakra control ability. The clan member would perform five handseals, and form a electric-like field of his own chakra color, which negates the use of chakra for anyone within it. The clan member, is just barely outside of it, thus allowing him/her the ability to still perform techniques. The field lasts five of the clan member's posts.

Technique Description: Performing handseals, a dispersion field is formed using raw chakra. This field increases all jutsu techniques by 1 rank, as well as increase current chakra points +15, but only in the field. Any jutsus used will not drain from regular chakra. The field lasts five of the clan member's posts.

Technique Name: Dragon of Chakra
Technique Type(s): Offensive
Technique Classification(s): Mind's Eye of the Kagura Bloodline/Clan Ninjutsu
Technique Range: 300 feet backwards, this time with him in it

Technique Description: Mind's Eye of the Kagura members will perform a long chain of handseals (roughly 50), in a very fast succession. After doing so, chakra will begin to come from the head, the arms, and the legs and all combine into a swirling vortex of chakra. It will then mold, and become a dragon, at least 50 feet high, and 10 feet wide. It can sense chakra, as well as fire a ball of chakra, similar to a rasengan, costing C-rank chakra from the original creator.

Description:
A highly advanced sealing technique that is capable of absorbing any chakra, regardless of any spacial or nature transformation, and dispersing it within one's body by spinning the chakra within one's body in the opposite direction. As a result, this technique can absorb any ninjutsu based technique, regardless of power, without harming the user. The user then gains half the chakra from the jutsu but if used with an A rank amount of chakra the full chakra of the jutsu is absorbed for use.

This technique also has an offensive use. Should the user get close enough to grab the opponent, the barrier can absorb chakra right out of an individual's body, effectively draining them (similar to the Chakra Absorption Technique).

As a downside the user must be stationary when using the technique as movement disrupts the spiraling motion of the chakra absorbtion. If movement is attempted half the power of the ninjutsu seeps through the field.
