Students are fun, and because I need to make poeple for some of my clans. I had a student in suna, I'm sure I could get her activated again.

yeah is it possible with the right story line that you could start a new character at a higher lvl/rank ?

Proscure, that decision lies with the Kage. You would need to create the first part of your character and show it to them. They will decide if they are in need of a character of that rank. If they are, then they could help you fix it up and clear up the story and so on.
